Architectural partnership, of Belfast, formed when NICHOLAS FITZSIMONS  NICHOLAS FITZSIMONS became a partner of ROBERT GRAEME WATT  ROBERT GRAEME WATT and FREDERICK HENRY TULLOCH  FREDERICK HENRY TULLOCH in August 1909. After 1915 Watt's name was dropped and the practice became known ast TULLOCH & FITZSIMONS. TULLOCH & FITZSIMONS.

Nature: Competition entrants.. Design had 'central corridor running east and west from a large octagonal centrall hall, crowned by a dome'. Semi-circular entrance porch. Classic style 'so freely treated as to lose something of the dignity which is usually associated with the chief city buildings'.
